Miss Tulsa State Fair should be an example of the high standards of young womanhood of our state and the principles of the Miss America Pageant Program. She should see herself as a “public servant” not royalty. She should be one who is committed to helping others, a role model someone others can look at and want to pattern their lives after.
Miss Oklahoma Pageant Scholarship Fund
Miss Tulsa State Fair is a preliminary to the Miss Oklahoma Pageant, and part of the Miss America Organization. Miss America is one of the nation’s leading achievement programs and the world’s largest provider of scholarship assistance for young women. The Miss Oklahoma Pageant is proud to offer more than $2 million in scholarships to contestants each year.





Competition Requirement Overview
To compete on residency a contestant must meet the requirement set by the local and provide proof of residency; a current drivers license, voters registration card, current lease, etc. If competing as a out of state student, she must have successfully completed one semester as a full time student at a bona fide college/university and be registered into her second semester. If competing as employed full-time, she must work at least 40 hours per week in Oklahoma for at least six months preceding the date of the local pageant in which you wish to compete.
To be eligible to compete, a contestant must be 17 years of age before the first date of the preliminary competition of the local pageant in which she wishes to compete, and must be a graduate of a high school by July 30th of the year in which she is eligible to compete, and can or will be able to produce a diploma as proof upon request, or has successfully completed a G.E.D. testing program for high school equivalency and show proof.A contestant can be no older that 24 years of age on December 30 of the year in which she intends to compete in the National Finals of the America Pageant.A contestant must be of good moral character and have never been pregnant and is not now pregnant and has not been involved at any time in any act of moral turpitude. She must never been convicted of any crime and does not have any criminal charges pending. She must never have been engaged in any activity which is or could be characterized as dishonest, immoral, immodest, indecent or in bad taste; is in reasonably good health.

Phases of Competition
Private Interview
The Private Interview phase of competition allows insight into the contestant's ability to fulfill the responsibilities outlined in the Miss America role description and provides the opportunity to learn as much as possible about the contestant's qualities and attributes to fulfill the titleholder term.
Allows insight into the commitment to advance and execute her service initiative and have an exceptional term, as well as insight into the commitment to continue her education. Also allows insight into the ability to express and distinguish her beliefs and have a true knowledge of the world around her, in addition to getting a sense of accomplishments above and beyond the resume.
• Each contestant is competing against herself and receives a score in the
1-to-10-point range, using whole numbers only. (A 6-10 range should be used for the final night of a multi night program)
• More than one contestant may receive the same score.
• If you make a change or erasure on your score sheet, you must initial the change.
• When you finish scoring, hand your score sheet to the Judges' Chair.
Scoring is based on overall communication skills, including personality, intelligence, validated opinions, emotional control, overall first impression and personal appearance. Community Service is required on the local level.
On-Stage Question
Brings the interview to the stage in an interactive energetic way to showcase each contestant's intelligence, personality, charisma, and aptitude for the titleholder role. Allows audiences to truly get to know the contestant. Allows ability to articulate thoughts, along with ease of communication, stage presence, engaging presence, and relatability. Allows ability to judge first impression reaction. You are to only consider how she answers the question, not whether you agree with her answer. Allows the ability to see interactivity and discussion. Allows the contestant to speak in a public, presentation- style format, and at the state level only, answer a question or carry a conversation. Allows the ability to see if contestant can serve as a role model and is reflective of her generation.

(A 6-10 range should be used for the final night of a multi night program)
• More than one candidate may receive the same score.

Scoring is based on overall first impression and extemporaneous response to an on-stage question, contestant’s ability to answer the question in the context in which it was asked, contestant’s ability to handle the pressure of speaking on stage in front of an audience, and if young people see her as a role model who is reflective of today’s generation.
Health and Fitness
This phase of competition is the time where the delegate shares her commitment to health and fitness initiatives. At the local/state organization discretion this phase may include a voice-over on her experience with self-care and health goals, and plans with the initiative, or any other information, or a health/fitness one paragraph statement.
A delegate's discipline and commitment to being mentally and physically healthy is a key to success in all other areas of life.

Scoring is based on overall first impression, statement of strong physical fitness and health, sense of attractiveness and presence, display of energy, charisma and expression, sense of confidence and composure.
Talent
Allows insight into the contestant's performance skills. Looks at talent presentation as well as the performance and interpretive ability and technical skill level including execution, technique synchronization and control. Allows insight into stage presence and on-state personality and a look at the totality of the elements; Costume, Props, Music, Voice, Use of the Body, and Choreography, as well as how entertaining, and relatable the performance is. IMPORTANT - Miss America role is not considered during Talent on Preliminary Nights of a Multi-Night Competition.

Scoring is based on contestant’s skill and personality, interpretive ability, technical skill level, stage presence and the totality of all elements, including costume, props, voice, use of body and choreography.
Evening Wear
Allows a look into how the contestant exhibits her own personal style, attitude, personality, grace, presence, and confidence in evening wear.
Note: Neither the gown itself nor the estimated cost of the gown should be considered in scoring. Allows a look into composure, confidence, the attention she captures on the stage, her command of the stage, presence, and how she appears in the spotlight. Allows ability to judge first impression reaction and a look at posture and carriage.
